Absolutely! Under no circumstances should anyone attempt to disrespect a SoulBinder of the Technarchy. At least unless they are The Grand Duchess of the PanUniversal Hegemony or Grand Marshal of the Elite 15th Shock Division "The Purple Annihliators", but even then it would be ill-advised.

Good question! Based on physics, it probably should. On the other hand, if this is a spell, there's no guarantee physics applies, maybe this is some sort of magictricity with its own rules.

If the weapons are touched, will they pass electricity to the soldiers?

In addition, the soldiers' suits might have some kind of electrical insulation.
